Delaware Pest Control License Requirements

Delaware regulates pest control through the Delaware Department of Agriculture (DDA), Pesticide Management Section. The state requires all commercial pesticide applicators to be certified and pest control businesses to be registered. Delaware's compact size and varied landscape, from coastal areas to suburban communities, create diverse pest management needs.

The DDA works to ensure pest control operators are competent in safe pesticide application, environmental protection, and effective pest management strategies while meeting federal EPA requirements.

Delaware certification exams are administered by the DDA at its Dover office and other designated locations. The core exam covers pesticide safety, labeling, laws and regulations, environmental protection, and application methods. Category-specific exams focus on the particular pest control services to be performed.

A minimum score of 70% is required. Exams are offered on a scheduled basis. Study materials are available through the University of Delaware Cooperative Extension. There is a 14-day waiting period before retaking a failed exam.

Registered Technicians may begin working under direct supervision while completing their training. Certified Commercial Applicator certification requires passing examinations but does not have a mandatory experience prerequisite. Practical experience is recommended for exam success.

A high school diploma or equivalent is recommended. The University of Delaware Cooperative Extension provides training programs and study resources for certification exam preparation. Completion of approved training courses may help satisfy some continuing education requirements.

Delaware pest control licensing fees include: Commercial Applicator certification: $50. Business registration: $100 annually. Technician registration: $25. Category exam fee: $25 each. Renewal fee: $50. Late renewal penalty: $25.

Commercial Applicator certifications in Delaware are renewed every 3 years. Renewal requires completion of 12 continuing education credits during the certification period or re-examination. Business registrations must be renewed annually with current proof of insurance and certified applicator information.

Delaware requires pest control businesses to maintain general liability insurance with a minimum of $300,000 per occurrence. Workers' compensation insurance is required for businesses with employees. Proof of insurance must be provided with the business registration application.

Delaware considers reciprocity with other states on a case-by-case basis. Applicants with certifications from neighboring states (Maryland, Pennsylvania, New Jersey) may be eligible for expedited certification. All applicants must pass the Delaware laws and regulations exam regardless of out-of-state certifications.
