California has one of the most rigorous pest control licensing systems in the nation, regulated by the Structural Pest Control Board (SPCB) under the Department of Consumer Affairs. The SPCB oversees three distinct branches of structural pest control, each requiring separate licensing.
California's large population, diverse climate zones, and significant termite and pest pressure make proper licensing essential. The state requires all pest control operators, field representatives, and companies to be licensed, with strict requirements for examination, experience, and continuing education.
License Types
Branch 1 - Fumigation
Covers the practice of fumigation for pest control, including tent fumigation for termites and other structural pests.
Must pass the Branch 1 exam, have at least 2 years of qualifying experience, and be at least 18 years old.
Branch 2 - General Pest
Covers general pest control including household pests, rodents, and other common pest management services.
Must pass the Branch 2 exam, have at least 2 years of qualifying experience, and be at least 18 years old.
Branch 3 - Termite
Covers wood-destroying organism control, including inspections, treatment, and repair of termite damage.
Must pass the Branch 3 exam, have at least 2 years of qualifying experience, and be at least 18 years old.
Applicator License
Entry-level license allowing individuals to apply pesticides under the supervision of a licensed operator or field representative.
Must pass the applicator exam for the desired branch. No experience requirement, but must work under supervision.
Exam Requirements
The California SPCB administers licensing examinations through PSI Testing Centers statewide. Exams are available in two tiers: the Applicator exam (entry-level) and the Operator/Field Representative exam (advanced). Each branch has its own exam covering pest identification, treatment methods, safety, and California laws.
A passing score of 70% is required. Exams are multiple-choice and typically 100-150 questions. Applicants must submit an application and receive approval before scheduling an exam. Study guides are available from the SPCB. A 30-day waiting period applies for retakes.
Experience Requirements
Operator and Field Representative licenses require a minimum of 2 years (at least 4,160 hours) of qualifying practical experience in the applicable branch, verified by a licensed operator. Applicator licenses do not require prior experience. Experience must be documented on SPCB-approved forms and verified by previous employers who hold valid licenses.
Education Requirements
California does not require a specific degree for pest control licensing. However, applicants must demonstrate knowledge through the examination process. The SPCB accepts relevant college coursework toward qualifying experience requirements. Courses in entomology, pest management, or related sciences from accredited institutions may substitute for up to 1 year of experience.

Insurance Requirements
California requires pest control companies to maintain a surety bond of $12,500 and general liability insurance of at least $500,000 per occurrence. Companies performing Branch 3 (termite) work must also maintain property damage insurance. Workers' compensation insurance is mandatory for all employers in California.
Reciprocity
California does not offer reciprocity with other states for pest control licensing. All applicants, regardless of out-of-state certifications or experience, must meet California's full licensing requirements including examinations.
